The Digital Service Center or Common Service Center Scheme was created to bring businesses together on one platform through the CSC Digital Service Common Service Centers. This aims to strengthen the financial position of these entities.

This project is managed by the Ministry of Electronics and Information Technology, Government of India. It plays a key role in providing digital services in rural Indian villages. Common Service Centers help with citizen services, improving the public service system, and creating job opportunities in rural areas.

Government Services – The government continuously launches various schemes to benefit citizens. For the seamless provision of these services, it relies on CSC digital services, through which citizens can conveniently access a multitude of government processes such as certificates, licenses, Aadhar cards, passports, pension services, banking facilities, election-related services, insurance, electricity bills, water bills, and much more.

Private Sector Services for Citizens – Private sector services, in collaboration with CSC centers, are being extended to rural areas. These services include ticket bookings for IRCTC, air and bus travel, as well as mobile and DTH recharges, agricultural services, and more.

Financial Services – CSC provides various banking services in rural areas, including deposits, withdrawals, balance inquiries, account details, overdrafts, and farmer credit cards. Furthermore, insurance services such as life, health, crop, personal accident, and motor insurance can be availed through CSC Seva authorized Village Level Entrepreneurs (VLE) or rural digital service centers. Several other services can also be accessed through the Common Service Center, including agricultural, health, educational, and tax-related services.

Who are VLEs?

Registering as a VLE

To register as a Village Level Entrepreneur within the CSC network, follow these steps:

  • Visit https://register.csc.gov.in and proceed with new registration.
  • Click on “Apply” and choose the application type while entering TEC and IIBF numbers.
  • Validate your mobile number, fill in the required details, and verify your Aadhaar number.
  • Complete the form under the specified tabs, including personal and kiosk information, along with the Captcha Text.
  • Provide and validate your email and PAN details.
  • Enter banking information, validate the same, and proceed to upload the necessary documents.
  • Review your details and submit the application to generate a reference ID.
  • Upon successful submission, you will receive an acknowledgment email.
  • Download the CSC App from Play Store/App Store and continue the registration process by uploading a geotagged video of yourself and the KIOSK.
  • Your CSC ID and temporary password will be generated within 48 hours of submission.

Understanding CSC Centers

The CSC Center serves as the primary operational space for VLEs to conduct their activities and serve the users or customers effectively.

Prerequisites for Registration on the Portal

Individuals seeking to enroll on the registration portal must meet the following prerequisites:

  • An ordinary resident of an Indian territory, who has attained 18 years of age, and who is an Indian citizen, can apply online through CSC-SPV Registration Portal (register.csc.gov.in) for registering as VLE and obtaining CSC ID.
  • A person who wants to set up and run a CSC in the rural areas must be an ordinary resident of the said rural area. And a person who wants to set up and run a CSC in the urban area must be an ordinary resident of the said urban area.
  • The Applicant must be an elector. The Applicant’s name must be included in the voter list of the area where the Applicant intends to set up and run a CSC.
  • The Applicant must possess an adequate business space. The Recommended space is minimum of 50 sq ft or above.
  • The Applicant must possess following hardware and software to start CSC business.
    • Minimum of 1 PC (Desktop/Laptop) loaded with Windows Operating system (version 8.0 or above) preferably having Google Chrome/Mozilla and having internet.

  • The Applicant must pass the following two Tests before making any application for registration for which link are provided on CSC SPV Registration Portal.
    • Tele-Entrepreneurship Course(TEC) or any other course prescribed by CSC SPV.
    • Banking Correspondent(BC)/ Banking Facilitator(BF) course offered by Indian Institute of Banking & Finance.
  • The Applicant must possess valid Aadhaar Number;
  • The Applicant must possess valid PAN Number;
  • The Applicant may preferably possess Indian Passport;
  • The Applicant must have a Bank Account in any PSU/Scheduled Commercial Bank/Regional Rural Bank;
  • The Applicant must have passed Madhyamik/10th Standard Exam under any recognized Board of Secondary Education;

Telecentre Entrepreneur Courses (TEC)

Telecentre Entrepreneur Courses (TEC) is a certification course designed by CSC Academy, opening avenues for individuals to establish and operate a CSC Center and apply as a Village Level Entrepreneur in the CSC network.

Managing Virtual IDs (VIDs)

A Virtual ID (VID) is a 16-digit random number associated with an Aadhaar number, serving as an alternative to the Aadhaar number itself. VIDs have no expiry date, and users can generate a new VID upon request, disabling the previous one.

Generating Virtual IDs

To generate a Virtual ID:

  • Step 1: Visit the UIDAI website(https://www.uidai.gov.in) and generate or retrieve your VID.
  • Step 2: Select ‘Virtual ID (VID) Generator’ from the list of Aadhaar services available under the ‘My Aadhaar’ tab.
  • Step 3: A ‘Generate or Retrieve VID’ window pops up. Select ‘Generate VID.’
  • Step 4: Fill in the details of your Aadhaar number along with the captcha code.
  • Step 5: Click ‘Send OTP.’
  • After OTP verification, UIDAI will generate and notify you with a “Virtual (VID) is sent to your registered mobile number” message. It can also be generated using the Aadhaar app.

Application Number

Upon successful registration, an application number is generated, offering a unique identifier to track the status of the application.

My Account Section

The “My Account” section in the Registration Portal allows users to log in using their CSC ID and Fingerprint/IRIS, with access to various functionalities such as applying for additional services, checking application status, updating profile details, and resetting the connect password.

Restoring Connect Password

In case of a forgotten connect password, users can reset it through OTP received on their registered email ID by selecting “Forgot Password” or following the old password update mechanism in the account settings.
